Xinfoton Optoelectronics Technology Co., Ltd. (formerly Shenzhen Xinfoton Optoelectronics Co., Ltd., hereinafter referred to as "Xinfoton") is a leading developer and vertically integrated manufacturer of Photonic Integrated Circuit (PIC) devices, modules, and subsystems. Xinfoton is the research and development and production base for NeoPhotonics, a global leader in fiber optic communication devices, in China.
Xinfoton's vertically integrated design and production process spans the entire workflow, from chip design and manufacturing to assembly and testing, which accelerates the product development cycle and shortens the time to market. Xinfoton has also been recognized as one of Huawei’s key suppliers and was awarded the "2008 Best Quality Award" by Huawei, one of the fastest-growing global telecom network equipment providers.
Project Background
In 2001, Xinfoton sought to achieve Huawei's supplier certification, but there were significant gaps in its research and development (R&D) and supply chain management practices.
Specific issues included:
Lack of consistent execution of default strategies/rules and no clearly defined supply chain.
Disjointed processes, unclear interfaces, and inefficient supply chain operations.
No process-based assessment or evaluation mechanisms, making it difficult to track the actual status of business operations.
Ineffective management of demand, with no control over purchasing, delivery, and inventory processes.
A disconnect between R&D and market demand, leading to slow response times to market changes and longer product launch cycles, undermining competitiveness in innovation.
In 2001, Realscheme began implementing a five-year management plan for Xinfoton, completing the construction of its core management systems in three stages, including the development of an Integrated Supply Chain (ISC), R&D Management (IPD), and Human Resources Management systems.
Integrated Supply Chain: Drawing on industry best practices and Xinfoton’s specific needs, Realscheme optimized the company’s supply chain structure and established a structured supply chain process system based on the SCOR model, which included flowcharts, process descriptions, work templates, and process KPIs.
R&D Management: Realscheme assisted Xinfoton in reconstructing its R&D system, breaking the past practice of siloed technical departments, and establishing a market-oriented R&D management system.
Human Resources Management: Advocating for the integration of people and processes, Realscheme strengthened the process optimization by enhancing Xinfoton’s HR management functions after building the core process systems.
Talent Development: Trained a large number of employees, with several core team members promoted to higher roles.
Huawei Supplier Certification: Successfully obtained Huawei's supplier certification and became one of its important suppliers.
Market Leadership: Xinfoton’s business scale became the largest in China and entered the top 10 globally (up from the 20th position), and in 2005, Xinfoton merged with NeoPhotonics.
Top-tier Supply Chain Partner: Became a world-class supply chain partner for top enterprises.
International Certifications: Fully passed TL9000 and other top international certifications.
